Current Situation:

• Users with the 'Edit Plan' permission can inadvertently change the plan view, which affects their ability to see updates until they discard their edits.
• Removing the 'Edit Plan' permission makes the plan read-only, preventing users from editing issue data within the plan.
• Plans User Permission: This permission allows users to edit work items in the plan. However, it also grants them the ability to modify the plan view, which is not desired.
• Plans Viewer Permission: This permission restricts users to a read-only mode, which prevents any changes to the plan view but also restricts editing issue data.

Add a new permission that allow the users to edit the issues within the plan, but not allow them to modify anything on the plan view (sorting, filters, grouping, etc)
