Issue Summary

When attempting to delete issue types, if there are archived issues, the error will state that there are archived projects, while there are no archived projects existing. This error is misleading:

Steps to Reproduce

1. Verify that you do not have any archived projects
2. Try to delete an issue type
3. Observe the error stating that there are archived projects, and that you need to restore the projects, instead of work items.

Expected Results

The error should state that there are issue types that need to be restored/deleted in xyz projects, for the user to be able to delete the work type or any other actual issue.  

Actual Results

The error states that projects need to be restored from archive instead of work types.
