Issue Summary

Ability to create software project from blank project template.

Create a new project page explains the basics, but it does not in any way explain what the templates do and the effect of selecting a business project vs a software project.

This is especially problematic as there is no way to change project type after it is creat

It will be very helpful for users  to have an option when selecting “create new project” that just states “create based on existing project” as a “template” option

Steps to Reproduce

1. From Create project > Blank project   only Blank business project

Expected Results

Have option to Create Company Managed Software project from the Blank template

Actual Results

only Company managed Business template is available

Workaround

From Create project > Software development > Select kanban or Scrum

Or

From Create project > Jira > Select kanban or Scrum
