Issue Summary

Quick filter ordering is not being respected in the backlog section of a scrum board. 

Steps to Reproduce

1. Create multiple quick filters, re-order them 
2. See the backlog section is not respecting the re-order, the dropdown will not respect the order. 

Expected Results

Re-ordering quick filters in the quick filters board setting section should re-order the quick filters in the drop-down, though the behavior seems either inconsistent or is no longer working. 

Actual Results

Quick filter ordering is not respected in the drop down sections, behavior seems inconsistent. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
