Currently, users without Global Browse Users and Groups permission are allowed to choose users with "Browse" permission on projects in the below areas:

• @ mention users in a description or comment

• Assignee

• Custom fields of the user type

This is detailed in the product article - Manage Global Permissions

It will be good to extend this capability to the "Add Watchers" feature as well.
