Confusion on Components when creating an issue

      When creating a new issue you can select a component. The field gives you the option of creating a new one, even if you don't have access to doing so.

      Only when clicking on "create" do we get the error message saying that we don't have permission to do so.

      This should be clearer, as the user might think it's possible to create a new component, even it's not.
