User groups failed to sync to Global Permissions despite the groups are available in User Management and Audit log provides a misleading information.

      Issue Summary

      Groups that are available in the User Management/Directory section are not getting synced and visible under the Global Permissions.

      Further, Audit logs misleads that the Added Jira global permission Administer Jira to <group-name>

      Steps to Reproduce

      1. Goto https://admin.atlassian.com/o/<ORG_ID>/products/jira-admin/ and validate if the desired groups are reflecting under jira-admin section with product admin access. 
      2. Validate groups should reflect under the Global permissions.

      Expected Results

      The desired groups should be synced and reflecting under the Global Permissions.

      Actual Results

      Desired groups are not synced and added to the Global Permissions.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
