Issue Summary

Referring Pin a field to the top of an issue " Your pinned fields are completely personal. Only you can see the fields you’ve pinned, and your teammates will only see the fields they’ve pinned. ", an ability to pin the fields for all users will be useful.

Expected Results

There should be an ability for admins to pin fields that should be available for all users.

Actual Results

As of today, pinned fields are completely personal. Only you can see the fields you’ve pinned
