Issue Summary

User granted Create issue permission is not able to clone issue without having permission "Assign Issue". Clone fails with error "No value present".

Steps to Reproduce

1. Have a Company-Managed project
2. Assign Create issue and Browse Project permission to a user
3. Make sure the user does not have Assign issue permission.
4. Clone the issue 

Expected Results

Work Item should be cloned

Actual Results

Cloning work Item fails with error "No value present"

Workaround

Grant Assign Issue permission to user and they are able to clone work Item
