Current Behavior
The recently implemented threaded comments feature in Jira Cloud is applied universally across the entire instances.
Currently, Jira administrators do not have the capability to disable or configure this feature on a per-project basis or for the entire instance.

This limitation can be challenging for teams who prefer different commenting structures for specific projects, or simply want to turn off the feature instance-wide.

Suggested Feature:
Introduce a configuration option that allows Jira administrators to enable or disable the threaded comments feature on a per-project basis or for the entire instance.

This flexibility would empower administrators to tailor the commenting experience to better suit the needs of their teams and projects, ensuring that the feature aligns with their workflow and communication preferences.
