      Issue Summary

      "The project ... couldn't be connected because you don't have the admin project permission. Update your project permissions and try again" error while integrating Jira with Azure Devops marketplace app.

      Steps to Reproduce

      1. Login to your site
      2. Follow steps mentioned in the document
      3. Setup the integration, remove the user who authorised the setup from the project admin list from the Azure Devops app
      4. Ask another user to connect to the same project, you will receive "The project ... couldn't be connected because you don't have the admin project permission. Update your project permissions and try again" on the Jira - Manage your Apps- Click Azure - Get Started page.

      Expected Results

      There should be no dependency between the user who authorised the app to have the project admin permission.
      Also, this document should be updated to mention this dependency.

      Actual Results

      The app relies on webhook events from Azure DevOps.
      To create those webhooks, it requires the Project admin permissions of the user who authorised the app. 

      Workaround

      Add the user who authorised the app first and created the initial connection to the Projects Admin list in Azure DevOps.
