Issue Summary

Create an linked issue / child issue using Global Issue Create modal on Jira software board resulting in 2 identical flags being triggered after issue is created

Steps to Reproduce

1. Go to a Jira software Kanban board, click on one of the card on the board to open the issue view modal relayed on top of the board or on the side panel
2. Click on +Add -> Linked Issue
3. Click on 'Create linked issue'
4. Fill in the Global Issue Create form and hit create.

Expected Results

Only 1 flag showing up 

Actual Results

2 identical flags showing the same content 'You've created xxx issue' pop up

Workaround

Non-blocking, the user can dismiss the flags
