[JRACLOUD-93597] Multi-line text fields do not respect the "hide when empty" issue layout configuration

Multi-line text fields do not respect the "hide when empty" issue layout configuration if there was a value added to it that was removed

Have a multi-line text field on the "hide when empty" section of the Issue layout configuration
Create a new ticket with no value to the multi-line text field
Add a value to it, the field will be shown
Remove the value

The field is hidden again

The field is always shown in the issue view even when empty

Currently there is no known workaround for this behavior. A workaround will be added here when available
