Issue Summary

Some users are unable to open the preview for linked work items under a parent. The modal opens the first time, but nothing appears if you try it again, until you refresh the page.

The issue is likely caused by animation limitations of the browser, as 2 confirmed ways to reproduce it is

• Turn on the Accessibility preferences to reduce motion (e.g. on macOS: Accessibility -> Display -> Reduce Motion)
• Use Azure RDE

Steps to Reproduce

1. Turn on the accessibility option to reduce motion
2. While viewing a parent issue, navigate to the list of linked work items
3. Hover over the linked item, and click "Open Preview" in the hover card. A modal shows the subtask.
4. Now close the modal and hover over a linked item (same or different) again, then click "Open Preview" in the hovercard.

Expected Results

The corresponding preview modal is shown.

Actual Results

The preview is shown only the first time. Trying to open a preview again on the same or different work item does nothing.

Workaround

• Turn off the accessibility option to reduce motion
• Click on the link to open it in a new tab/window, rather than in a modal
