Program Board's start time references UTC timezone instead of site's default timezone

      Issue Summary

      The Program Board's Start Date references the UTC timezone instead of the site's configured timezone.

      Steps to Reproduce

      1. Set your machine's timezone to "Sydney" and update your Atlassian account preferences to the Sydney timezone.
      2. Navigate to Jira's "Plan" section.
      3. Create a new Program Board and set the start time to 11:30 AM (AEDT) and the date to 1st April.
      4. Go to "Plan Settings > Program Boards." It should display 1st April, but instead, it shows 31st March.

      Expected Results

      The Program Board's start date should be displayed as 1st April in accordance with the Sydney timezone.

      Actual Results

      The Program Board's start date incorrectly displays as 31st March, aligning with the UTC time (11:30 PM, 31st March).
