Issue with Restrict to when a field is a specific value team managed workflow rule

Steps to Reproduce

1. Step 1 Log in to your team managed and go to issue types and edit workflow
2. Step 2 try adding the rule Restrict to when a field is a specific value
   #Step 3 it should all the check if it drop downs as this https://support.atlassian.com/jira-software-cloud/docs/available-workflow-rules-in-team-managed-projects/#Availableworkflowrulesinnextgenprojects-Restricttowhenanissueisaspecificvalue for all fields especially text field

Expected Results

It should all check if it drop down values for all fields like contains and doesn't contains as mentioned in document

Actual Results

Doesnt show all option
The below exception is thrown in the xxxxxxx.log file:
