Problem Definition

Currently, when an user is setting an issue security for a issue, we only see the security levels ( upon clicking the lock icon) that are added in the issue security scheme associated with the concerned project.

Suggested Solution

It would be better to have one of the options under the icon, a user selection field where user can type a user name and Jira understands that the issue can be viewed only by that user.
