In Jira Cloud, you can use the '+' icon to select the 'Action Item' and get the checkbox following your text in the field:

We have several standardized tasks with "checklist" style subtasks to be completed. It would save a significant amount of administrative overhead if these subtasks could simply be converted to a list of Action Items that can be checked off once they're completed on the primary work item (parent of the subtasks)
