Switch back popup menu not working in new navigation

Steps to Reproduce the Bug:

1. Log in to the admin panel as an administrator ( admin.atlassian.com )
2. Select a product with the new navigation interface enabled:
3. Select any other user and Log in as user and we land on the jira user interface
   1. 

Expected Result:

• Every time when we refresh the page, a pop-up skippable window appears with an offer to return back to the original account
• 

Actual result 

Its does show up the switch back POP up on the Jira user interface
