It should be possible to automatically deactivate long-inactive users

      Atlassian Access bills all the users marked as active, no matter if they are using an application or not. 

      For example, in the recently claimed domain, we now have users that were last active with Atlassian product back in 2011. These users are still billable, that does not make sense.

      In the absence of the bulk user operations, disabling them now is a manual, tedious and time consuming task.

      Having an auto-deactivate functionality would help to reduce an admin burden.
