As an admin, I'd like to set the default access level for all TMP Jira Software projects

      Problem Definition

      At this moment, the access level of next-gen projects cannot be defaulted to a specific value ("Open", "Limited" or "Private"). Users and admins can set this configuration on project's creation, however.

      Suggested Solution

      Allow Jira admins to set a default access level for Next-gen projects.

      Why this is important

      This should make the administrative task of managing Next-gen permissions easier.

      Users and admins can set this configuration on project's creation.
