Prevent Team-managed projects to be created as "Open"

      Currently, when creating a Team-managed Project (TMP), the user can choose 3 access levels: Private / Limited / Open.

      Having a way to limit all users from setting a TMP as Open would increase project and data security, as this is usually not changed after project creation.
