Issue Summary

Using UI, we can't add the archived versions to the version picker custom fields (both single version and multi-version) however, it can be added using REST API which is an inconsistent behaviour

Steps to Reproduce

1. Using rest api, try adding an archived version to the version picker custom fields (both single version and multi-version) 
2. The archived version will be added

Expected Results

The archived version should not be added

Actual Results

We're able to add the Archived version using rest api call for both Version Picker custom fields (both single version and multi-version) 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
