Issue Summary

Users with no product access and after they have been added to the Jira Notification Scheme, they do not receive Jira notification emails, for example, the user has been added to the notification scheme to receive notification if an issue has been edited even though they have go the browse project permission..

Steps to Reproduce

1. User with no product access
2. Added to Jira Notification Scheme (edit issue event for example)
3. Edited the issue
4. The user do not receive the notification email.

Expected Results

The user to receive the notification email.

Actual Results

The user does not receive the notification email unless they have been granted the product access.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
