Admins cannot access, Move or Delete boards associated with private TMP

      Issue Summary

      Admins cannot access, Move or Delete boards associated with private team-managed projects to which they have no access.

      Steps to Reproduce

      1. As a non-admin user create a team-managed Jira Software project and set its Access to private
      2. As an admin user, go to your site's View all boards page e.g. https://YOUR_SITE_NAME.atlassian.net/jira/boards?page=2&sortKey=name&sortOrder=ASC
      3. Observe that you can see that there is a private board belonging to the non-admin user, but you do not see its name or Location:
      4. Select meatballs [...] Move and try to move the board to Your Profile:
      5. Observe UI error

        We couldn't move this board

        Something went wrong. Try again.

      Expected Results

      UI error message should reflect the actual blocker - you cannot move a team-managed board.

      Also on the View all boards page, admins should be able to see the associated project, even if it is a private team-managed to which they don't have access. Note they can see the name of the project from the View all Projects page.

      Unhelpful generic error message when trying to move a board associated with a private team-managed project.

      Workaround

      You can try and locate any team-managed projects on https://YOUR_SITE_NAME.atlassian.net/jira/projects where the Lead is the same person as the Admin of the board. Then click meatballs [...] > Project Settings and grant yourself access to the project:

      It is not possible to search by Lead, however, so this is not a viable workaround if a site has a large amount of projects. If you cannot identify which team-managed project a private board is associated we recommend creating a Support Ticket with us make reference to this bug ticket
