Issue Summary

Currently, Jira Cloud supports the ability to reference attachments which exist on the issue you are adding a comment to, using the 'Attachments on this issue' button, but you cannot reference attachments which have already been uploaded to our site in other issues, even inside of that same project.

In some situations, this leads users to have to upload the same data multiple times, instead of being able to simply reference an already uploaded file.

Steps to Reproduce

1. When adding a comment to an issue in Jira Cloud, select the '+' dropdown.
2. Select 'Attachments on this issue' to be provided with a list of attachments which currently reside on.
3. You cannot reference attachments which have already been uploaded in the same project on another issue.

Expected Results

Ideally, we would only need to upload the desired file to our project once, and be able to reference that attachment at any time, saving the need to upload the same file multiple times.

Actual Results

We can only reference attachments directly attached to the issue which we are commenting on.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
