Issue Summary

Unable to Create Branch from Jira Due to GitHub Rate Limiting.

Steps to Reproduce

1. Open a Jira issue and click on create branch under Development
2. Click on create branch from Github
3. Enter the repository name

Expected Results

The user should be able to successfully create a GitHub branch directly from Jira.

Actual Results

Requests to GitHub got rate-limited and users cannot create Github branch from Jira. Below the received error:

We couldn't fetch the branches because something went wrong. Please try again.  

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
