Issue Summary

When attempting to copy the issue layout to a large number of projects, the action is rate limited

Steps to Reproduce

1. Follow the steps in the Copy an issue layout to other projects article to copy the issue layout to a large number of projects
2. The process will stop with a "generic" error:
   • We couldn't copy your layout
     Check your connection, then give it another try.

Expected Results

• It would be expected that the Issue Layout is copied regardless of the number of projects
• Or to have an option to filter the projects, by category for example. This would allow for copying it to many projects but doing it project category by project category.

Actual Results

When the error occurs, the following error is presented on the DevTools / HAR file:

code: 429
message: "Request has been rate limited"

The HAR file and a screen recording were provided in the ticket in the first internal comment.

Workaround

To workaround this error, the user needs to select a smaller number of projects to which the Issue Layout will be copied to.

In some situations, it was possible to copy it to up to ~1800 at once.
