As a project manager in the advanced roadmap plans, I want to be able to move epics between initiatives in a plan so that I can 'stage' the suggested hierarchy moves and then review/execute the moves all at once. 

It is odd to me that you can click and drag an epic in the interface for plans, but doesn't actually do anything besides change the order or the epics or initiatives in the plan. Either implement a different UI paradigm so that users do not think they have the ability to move cards around in the hierarchy freely, or institute a way to change parent and epic links from the plan screen.
