Problem Definition
When editing an issue in the Backlog view of a project, the 'Add a comment' section appears at the bottom blocking parts of the screen.

Suggested Solution
Allow for configuration to hide/show the 'Add a comment' section

Why this is important
If you have a large amount of data in a field, such as description, the 'Add a Comment' box blocks part of the screen.

Workaround

1. Scroll down to the bottom of issue to Comments section
2. Under 'Activity' , next to 'Show' click Comments
3. Change Comments to All or History and the 'Add a comment' box will be hidden
