Problem:

Even after adding the Goals field to the issue create screen the field is not visible while creating the issue. Also, the field configuration doesn't have the option to set the field as required or optional.

Suggested Solution

Add the Goals field to the issue create screen and have the option to make the field required in the field configuration. 

Why This Is Important

Certain users have a use case for adding the goals at issue creation, otherwise, issue creation should not be successful. 

Workaround

There is no workaround currently. As per the design, Jira doesn't support adding goals when creating an issue and hence doesn’t allow the field to be marked as required.
