Summary

The ability for the admin to change the Profile and Visibility for the managed users. So that the email address of the users can be made visible on the Reporter section of the Issues. 

Expected Results

The Admins should have the option to change/edit the Profile and Visibility for the managed users so that the correct information about the email address can be made visible in the Reporter section of the issues. 

Also the admins can make sure to change the settings without individually asking the users and avoid botherance. 

Actual Results

Currently, it is only possible that the user needs to get to the Profile and Visibility section and select the option if they want to share the email address of not.
