Issue: Ability for Admins to View Private Dashboards created by user 

Summary : 

• users creates a dashboard
• The users keep this dashboard private 
• the dashboard can have filters( gadgets) added or can be empty 
• Presently admins cannot view or edit these dashboards via rest API 
• This becomes tedious and admins cannot understand who has create etc

No workaround here

Suggestions : 

• It would be great if a user has the highest admin permission it would be great to have an API where admins can view all private dashboards irrespective of project permission
