Issue Summary

This is reproducible on Data Center:  (no)

When the modern create linked issue screen is opened from the Issue View, the "Linked issues" field is not rendered in the screen and when the user creates a linked issue by clicking on the create button in the screen the newly created issue is not linked to the previous issue.

Steps to Reproduce

1. Create a new link issue type from Admin settings
2. Go to Issue View
3. Click on Add -> Create linked issue and create a linked issue using the new link issue type
4. Now delete the above link issue type
5. Go back to Issue View
6. Click on Add -> Create linked issue
7. Create linked issue modal opens
8. Linked issues field is not present in the create screen

Expected Results

Linked issues field should be present in the create screen.

Actual Results

Linked issues field is not present in the create screen.

Workaround

Adding the same link issue type again will fix the issue.
