Current Challenge:

Users have reported that not all tabs are visible on the 'Create Issue' modal due to space limitations when dealing with projects that have a large number of fields distributed across multiple tabs. While these tabs can be accessed via keyboard navigation, they are not immediately apparent, which can lead to confusion. Proposed Solutions:

1. Multi-line Tab Display: Implement a feature where tabs automatically arranged into multiple lines if they exceed the horizontal space available. This is similar to how tabs are displayed on the Edit and View screens, ensuring all tabs are visible without needing to scroll.
2. Dropdown for Overflow Tabs: Introduce a 'more' or '+' icon that expands into a dropdown list for any tabs that do not fit on the initial line. This would allow users to easily access all available tabs.
