Issue Summary

In a JSW project, even user have not explicitly installed any CI/CD apps (e.g Github or Gitlab) into the Jira tenant, but they start seeing

• the blank 'development' field displayed on Issue view screen. 
• the create branch link is displayed.

Steps to Reproduce

1. In a JSW site without any CI/CD app installed
2. View a Jira issue

Expected Results

There should be no `Development` field in Issue-view screen

Actual Results

     There is a blank `Development` field displayed in issue screen view
     It is a GUI issue only. There should be no impact on feature or normal activities

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
