Issue Summary

Users that don't have Browse Users and Group permission cannot load the Roadmap page in Next-Gen projects.
At the Kanban or Scrum board, an error is displayed at the console that you don't have Browse Users and Groups permission but the board loads with no issues.

Steps to Reproduce

1. Create a Next-Gen project
2. Enable Roadmaps
3. Remove the permission to Browse Users and Groups from Global Permission

Expected Results

The Roadmap should still open

Actual Results

Somehow, the permission to Browse Users and Groups is linked to Next-Gen projects board that make the Roadmap page not load if you don't have this permission

Workaround

Grant the Browse Users and Group permission at the Global Permissions and the Roadmap will run.
