Summary

Provide the ability to make the Flagged Reason/Comment field to be a Required field when Adding or Removing the flag from the issue cards on the Board or From the Issue Details View.

Suggestion:

1. As of the current design when adding a Flag or Removing a Flag from an Issue Card on a scrum or kanban board (Right Click on the Issue Card > Add/Remove Flag) a Pop-up window appears with a Comment field in it. However, the same feature is not available when adding or removing a flag from the Issue View. This feature is requested in the following article: JSWCLOUD-17127 Add the 'Add flag and comment' and 'Remove flag and add comment' to the issue view screen menus
   • A further recommendation would be to provide the ability to the JIRA Admins to make the comment field Required or Optional for this operation. Currently, the comment is always an optional field. If the field is set to required this will make sure the "Flagged Reason" is captured from the user every time an issue is flagged.
2. Only when the user adds a comment in the comment field during Add/Remove flag operation, only then we get a     icon or     icon in the comment section. Hence, making comment a required field will make sure a consistent flagged history is maintained.

Workaround

Though you cannot enforce the comment being required for such scenario, you can at least monitor it with an Automation rule that will notify the relevant users when a work item is flagged:
