Cannot start a sprint due to invalid date format error in Japanese

      Issue Summary

      Due to invalid date format error in Japanese, a sprint cannot be started.

      Steps to Reproduce

      1. Set the UI language to Japanese
      1. Access a backlog
      1. Select End Date from the date picker
      1. Click "Start(開始)"

      Expected Results

      Should be able to start sprint

      Actual Results

      See screenshot attached

      Workaround

      Switch language to English and start the sprint
