Issue Summary

User search behaviour is not consistent with the issues view

Steps to Reproduce

• Add a custom (single) user field to your project
• Edit the field in the issue view, and verify that the search returns all users
• Edit the field in the list view

Expected Results

The same user results, including unassignable users, will be returned.

Actual Results

Only assignable users are returned.

Workaround

To mitigate this issue temporarily, the permission scheme of the project can be modified to include the default Jira group "jira-software-users" or "jira-users" as assignable users. This modification expands the pool of users that can be selected in the List View. However, this workaround may not be viable for all projects due to project policies.
