Issue Summary

When you have a board with a user set as the Location for it, the Velocity report doesn't appear under Reports.

Steps to Reproduce

1. Create a board with a User as its Location
2. Click in the Reports (left panel)
3. Some reports will show up, but not Velocity Chart

Expected Results

When you have a board's location set as the project, the Velocity Chart shows when you click in the Reports:

Since Reports are available when the board's location is a User, Velocity Chart should also appear on it.

Actual Results

Velocity Chart doesn't appear under Reports:

Workaround

Currently there is no known workaround for this behavior when using Board's location as Users, however, you may:

• Change the Board's location and set a project instead
• Or create a new board, set its location to be a project and load the same filter on it.
