Issue Summary

The Velocity Charts Report will take longer times to load and eventually timeout when the Jira Board uses filters with complex queries as the instance's number of issues scales.

Steps to Reproduce

1. Add a filter with several complex queries to the Jira Board's settings
2. Generate the Velocity Chart Report
3. Scale the number of Issues
   As it scales, the time to load the Velocity Chart increases and can time out.

Expected Results

The Velocity Chart loads as usual.

Actual Results

The Velocity Chart Report page takes longer to load or a timeout error appears.

Workaround

Modify the Board filter to eliminate complex queries and restrict it to only include queries that are specific to projects.
