Issue: 

Any Jira software users with "View development tools" can create branches in Github repository when they don't have access to those repos. Since this integration uses 2LO method

Due to this some customers don’t want to give write permissions to the integration app,

Suggestion:

It’d be best if we could detect whether appropriate permission has been granted in Github , and hide the create branch option if it’s not.
