Issue Summary

Attempting to create branch in Github results in unauthorized page

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Create an issue (as a user, not admin)
2. Access the development panel> Create branch in Github

Expected Results

A new tab is opened, it goes through the auth process in Github, and then the branch is created in Github

Actual Results

An "unauthorized" page appears.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
