Issue Summary

When an IP allowlist is used for a GitHub organization, the Jira integration doesn't work when using a CIDR range in the allowlist.

Steps to Reproduce

1. Enable IP allow listing for a GitHub organization
2. Add the Atlassian IP addresses as a CIDR range
3. Try to connect the Jira integration to the GitHub organization

Expected Results

The Jira integration will be connected to the GitHub organization.

Actual Results

An error page is displayed saying you cannot connect the GitHub organization.

Workaround

Enter the IP addresses 13.52.5.96 through 13.52.5.111 individually to the GitHub organization's IP allowlist. See a detailed description here.
