Allow Limiting by Version for Browser Project Open Issues Dashboard

      We would like to exclude Versions from the current dashboard issue counts.

      For example if I have these versions in my project FOO.

      F1-M1
      F1-M2
      F1-M3
      F1-RC
      F2-M1

      I'd like to be able to exclude "F2-M1" since that is a future version that we are not working on yet, and that we are postponing issue to. This skews our dashboard numbers for our current drive to zero issues.
