Allow sub-tasks to be included in a Plan if its parent is not part of it

      Problem Definition

      Currently, when defining the scope of a Plan, sub-tasks will not be included on it unless their parent issues are in its scope.

      Suggested Solution

      Allow users to include sub-tasks on a Plan, even if their parent issues are not on its scope.
