Warning center button is highlighted when no warnings exist

      Issue Summary

      The warning center button is highlighted yellow when there are no warnings present for issues, causing confusion for users:

      Steps to Reproduce

      1. Open/create an Advanced Roadmaps plan which has no warnings present

      Expected Results

      The warning center button should be a neutral colour, and only highlighted yellow when warnings exist.

      Actual Results

      The warning center button is highlighted yellow when no warnings exist

      Workaround

      Currently there is no known workaround for this behavior
