Issue Summary

With a new plan created changes to labels via ARJ are not properly reflected in the changes popup.

Steps to Reproduce

1. No ways to repro an issue locally were found. Customer has one test plan with 20k issues they use to learn and test ARJ. Please check the recorded support video call with the customer
2. Requested access to the customer's ARJ plan (see GSAC issue)

Expected Results

Changes made to labels are expected to be visible on Review Changes popup of ARJ and, when committed, should be saved on affected Jira issues.

Actual Results

Even counter shows increasing amount of changes, once clicked Review Pending Changes popup is empty and no changes may be saved.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
