Portfolio becomes unusable when browser local storage quota is exceeded

      Steps to Reproduce:

      1. Create a JPO Plan
      2. Tries to access the plan

      Expected Results:
      The plan would load normally.

      Actual Results:
      A blank page shows up. On the web inspector we can see the following:

      Uncaught QuotaExceededError: Failed to execute 'setItem' on 'Storage': Setting the value of 'radiantminds.roadmap.plan-3.reports-releases.activeView' exceeded the quota.

      Workaround:

      1. Go to chrome://settings/cookies
      2. Search for the plan URL
      3. Find "local storage", click remove

      Notes:
      Browser: Chrome version 44.0.2403.130 (64-bit)
